2024 Moorhead Area Public Schools Capital Projects Levy

The Moorhead School Board unanimously voted to put a capital projects levy referendum on the November 5, 2024, ballot, asking voters to consider funding a capital projects levy.

Capital Projects Levy is a term used in state law enabling school districts to seek voter authorization to provide funds for approved projects. The term of this proposed levy is 10 years.

Approval of this referendum would provide critical funding to support school site improvements, safety, deferred maintenance, software, technology systems and curriculum updates.

  • Curriculum Enhancements: Investing in innovative programing and staff training to optimize student learning and staff professional development.

  • Facilities Improvements: Addressing deferred maintenance projects across 11 facilities, including roofing, HVAC, and security enhancements.

  • Technology Investments: Replacing outdated devices and software and maintaining digital systems to support integrated, personalized learning.

  • Transportation Updates: Replacing aging buses and vans to maintaining a safe and efficient transportation fleet for students.

Why now?

Currently, due to inflation and funding gaps for state-required programs, MAPS will be facing a significant funding challenge in 2025. Typically, districts respond to these challenges by cutting budgets and/or requesting revenue authority from voters. To maximize your tax dollars, MAPS is doing both. Today, Moorhead Area Public Schools lag behind other districts of comparable size in Minnesota in terms of voter-approved funding per student:

However, with the funds allocated by the Capital Projects Levy on the November 5 ballot, MAPS would move toward—but still be below—the median of per-student funding among similarly sized districts in the state:
